Today, H.E. Governor FCPA Fernandes Barasa, Chairperson of the Council of Governors (CoG) Finance, Planning, and Economic Affairs Committee, chaired a high-level consultative meeting on the Kenya Devolution Support Programme Phase II (KDSP II) in Naivasha.
The session brought together key stakeholders, including CoG Chair H.E. FCPA Ahmed Abdullahi, Mandera Deputy Governor H.E. Dr. Ali Maalim, senior representatives from the Commission on Revenue Allocation (CRA), the Office of the Controller of Budget, the National Treasury, and the Office of the Deputy President. The meeting aimed to assess and align progress under KDSP IIโa strategic initiative designed to enhance county governmentsโ institutional performance, financial management, and accountability systems.
KDSP II has adopted a hybrid financing approach, combining Performance for Results (PforR) and Investment Project Financing (IPF). This framework is geared toward encouraging better service delivery and infrastructure investment across all 47 counties.
During the meeting, the committee focused on Key Results Areas (KRAs), including: strengthening own-source revenue forecasting and mobilization to expand fiscal space; ensuring timely disbursement of funds to county governments to prevent service delivery disruptions; accelerating automation efforts at the Controller of Budget, National Treasury, and Central Bank to streamline financial flows and enhance transparency.
Governor Barasa emphasized the need to safeguard devolution financing mechanisms and called for collaborative solutions to reduce bottlenecks in fund release processes.
The committee also received a presentation on the model policy and legislation for financing cities and urban areas, a pivotal tool for urban development. This framework is expected to guide the sustainable growth of municipalities in Kakamega County and across Kenya, in line with the Bottom-Up Economic Transformation Agenda (BETA).
Governor Barasa reaffirmed his commitment to championing sound fiscal governance and innovation in public finance management to ensure counties deliver tangible results to the people.
