KAKAMEGA CHAMPIONING FOR TRANSPARENCY IN CONSTRUCTION THROUGH PARTNER SUPPORT

A multi-sectorial team comprising of county government officials as well as members of the private sector and civil society on Tuesday held discussions aimed at strengthening transparency, accountability and integrity in county construction and infrastructure projects under the Construction Sector Transparency (CoST) initiative.
County Secretary and Head of Public Service Dr Lawrence Dr Lawrence Omuhaka graced the forum on behalf of H.E the Governor FCPA Fernandes Barasa and said the Public-Private Partnership is a crucial step towards providing quality service delivery, accountability and inclusive growth for residents of Kakamega county.
The CS said a Memorandum of Understanding (MoU) is in the offing in alignment with the Governorโ€™s wealth creation and infrastructure development agenda to further anchor the deliberations into law.
County Executive Committee Member (CECM) for Public Service and Administration Dr. Bonface Okoth stated that construction transparency protects public funds and builds citizen trust reinforcing confidence in county infrastructure projects.
According to CoST Project Manager Ms. Olive Kabatwairwe, Kakamega ranks among the best counties in open governance nationally. She assured her the organization’s technical support, capacity building and stakeholder engagement for effective rollout.
CoST Technical Advisor Mr. Hamish Goldie-Scot commended Kakamegaโ€™s proactive institutionalization of transparency, emphasizing stakeholder collaboration for sustainable infrastructure outcomes.
Key modules covered include governance structures, data disclosure and implementation frameworks to ensure value for money and maximum public benefit from infrastructure investments.
Present were Chief Officers Ms Prisca Otipa (Public Service) Mr Suleiman Wanekeya (ICT) and County Ombudsman Mr Nelson Majimbo.
