CAPACITY BUILDING WORKSHOP FOR COUNTY PUBLIC SERVICE OFFICERS COMMENCES
H.E. Governor Wycliffe Ambetsa Oparanya today opened a five day Capacity Building programme for county public service officers from Bungoma, Vihiga, Busia and Kakamega counties organized by the Ministry of Devolution & ASAL and the Public Service Commission (PSC) at Golf Hotel, Kakamega.
The Governor thanked the Ministry of Devolution and the PSC for selecting Kakamega to host the programme saying it will go along way in improving human capacity due to shared experiences and ideas by the participants. He however faulted the national government for failing to fully play its role with regards to supporting county governments on capacity building programmes. He called on all government employees to embrace team work, collaboration and consultation in their operations adding that everyone has a role to play towards effective delivery of services to the public.
Deputy Governor H.E. Prof. Philip Museve Kutima observed that human resource was an essential factor in public service. He challenged public servants to regularly engage in training programmes to cope with the dynamism of the service. PSC Commissioner Catherine Omweno complimented Kakamega County for establishing a vibrant and effective human resource management culture. She announced that the programme is simultaneously running in other counties across the country.
Also in attendance was Director State Department of Devolution in the Ministry of Devolution madam Angeline Hongo, CEC Members, County Public Service Board members led by host board Chairperson Rodah Masaviru, County Secretary Madam Jacinta Aluoch Odhiambo, Chief Officers and other senior government officials from both the county and national governments, among others.
