GOVERNOR CALLS FOR STRICT ADHERENCE TO FINANCIAL CONTROLS
H.E. Governor Wycliffe Ambetsa Oparanya has urged Accounting Officers to strictly observe Public Finance Management system to ensure enhanced accountability in project implementation and timely completion of the same.
“All projects must be derived from the County Integrated Development Plan (CIDP) and implementation should be in line with departmental workplans,” said the governor.
Governor Oparanya made the remarks today during the opening of a two day workshop on implementation of flagship projects and completion timelines in which senior County government officials are in attendance.
He directed that in the interest of accountability, an officer initiating a project and associated financial resources should not be solely responsible for implementation and accontability. “This is where loopholes for corrupt deals are prevalent and Internal Audit function will be properly staffed to enhance controls,” he said.
The governor advised participants to focus on key elements necessary for successful implementation of projects including bills of quantities (BQs), wrong choice of contractors who do not have the requisite technical and financial capacity, as well as evaluation and monitoring mechanism.
The CECM for Finance and Planning, Mr. Geoffrey Omulayi is the convenor of the meeting that will also address the way forward for the Annual Development Plan and the 2019/2020 FY budget.
Also present are CECMs, chief officers, the Chief of Staff, the deputy County Secretary and several senior officers from planning, procurement and advisory offices.
