KAKAMEGA COUNTY STAKEHOLDERS VALIDATE 2025/26 COUNTY ANNUAL DEVELOPMENT PLAN (C-ADP)

Kakamega County stakeholders convened today, Thursday at Bishop Stam, Kakamega, to validate the County priorities for implementation in the County Annual Development Plan (C-ADP 2025/26). During the forum, it was emphasized that there is need to improve collection of Own Source Revenue to bridge the Ksh 9.4 billion resource gap in addition to reaching out to other development partners to support implementation of the priorities during the 2025/2026 Financial Year County Annual Development Plan (C-ADP). This was disclosed by the County Executive Committee Member (CECM) for Finance, Economic Planning, Budget, ICT, E-government and Communication CPA Livingstone Imbayi during the forum.

CPA Imbayi said the County, through the Revenue Agency (KCRA), will seal all loopholes in the system largely impacting the realization of the Ksh 2.4 Billion revenue target.

The forum that saw participation of County Executives, CBEF Members, Representatives of Civil Societies, Faith Based Organisations and Members of the Public focussed on; the priorities set in each sector, confirmation and integration of priorities of members of the public and inclusion of priorities as captured by the County Integrated Development Plan (CIDP 2023-27) which amounted to Kshs 15.3 billions that seeks stakeholders involvement for their realization.

The CECM also reiterated that the County Government has prioritized completion of ongoing projects and programmes before initiation of any new ones. The document will now be presented to the County Assembly for deliberation in conformity with Section 126(3) of the Public Finance Management Act 2012, which requires that submission of the document to the Assembly be done by September 1st every year.

The meeting was also attended by CECMs, County Secretary and Head of Public Service Dr Lawrence Omuhaka, Chief Officers, CBEF Members led by the Secretary Reverend William Ouya and County Departmental Directors.
