Kakamega County Government today launched a Sh31.4 million E-Voucher Livestock Vaccination and Identification Programme at Lubao Market, officiated by CECM for Agriculture, Livestock, Fisheries and Cooperatives, Mr. Mophat Mandela.

The initiative, under the National Agricultural Value Chain Development Project (NAVCDP), aims to boost animal health, enhance productivity, and safeguard farmers’ livelihoods. Over 286,000 cattle across all 12 sub-counties will be vaccinated against Foot and Mouth Disease (FMD)through an E-Voucher subsidy model, where farmers pay KSh 50 per animal and the County tops up KSh 110 to make vaccination affordable.k

Mr. Mandela noted that after signs of a Foot and Mouth Disease (FMD) outbreak were detected in February and swiftly contained by the department, the new programme is designed to prevent future occurrences through accessible, technology-driven vaccination.

The County has partnered with private and government veterinary officers for door-to-door vaccinations and introduced a digital animal identification system powered by the Mifugo 360 Super App, enabling registration, tagging, and tracking of animals for improved disease surveillance, market traceability, and theft prevention.

The initiative reflects Governor Fernandes Barasa’s commitment to transforming agriculture through innovation, technology, and partnerships that promote food security and wealth creation. Also present were; CEO Kenya Veterinary Association, Dr Samson Muchelule, Chief Officers; Mr Emmanuel Kariuki, Agriculture, Mr Daniel Sumba, Cooperatives alongelside Ms Merina Adhiaya, County Project Cordinator and other officials.
