Governor Barasa Launches County Assembly Strategic Plan 2026–2031

Like any other constitutional institution, the County Assembly requires a clear framework to guide its vision and growth.
H.E. Hon. FCPA Fernandes Barasa, OGW, today presided over the launch of the Kakamega County Assembly Strategic Plan 2026–2031 at the Assembly Grounds, terming it a historic milestone for the legislative arm of the County Government. He described the Plan as a key roadmap to strengthen the Assembly’s development and institutional capacity.
Having reviewed the document, Governor Barasa expressed confidence that it will enhance efficiency, accountability, and effectiveness in legislation, oversight, and representation. He emphasised the need to embrace transparency, digital transformation, public engagement, and continuous capacity building.
The Governor pledged support for the Plan’s implementation and urged Members to uphold its standards to improve service delivery and governance in Kakamega County. The event was attended by Rt. Hon. Speaker James Namatsi and his Deputy Hon. Benard Shitiabai, Majority Leader CPA Philip Maina, Minority Leader Hon. Titus Kwoma, House Leadership, and the Clerk of the Assembly Dr. Donald Manyala.
