His Excellency Governor FCPA Fernandes Barasa today presided over the swearing-in of 13 newly appointed Chief Officers during a ceremony held at Bukhungu Stadium – Annex. The event followed the approval of the officers by the County Assembly, marking a critical milestone in the Governor’s mission to strengthen service delivery and accelerate the County’s development agenda.
Speaking during the event, Governor Barasa reminded the officers that public service is not a right but a privilege, and urged them to serve with integrity, commitment, and humility.He emphasized the need for teamwork, servant leadership, and alignment with his Six Pillars of Development—Health, Infrastructure, Food Security, Education, Socio-Economic Growth, and Good Governance. The officers, drawn from diverse professional backgrounds, will serve in key sectors including Finance, ICT, Youth, Education, Lands, and Health. The Governor expressed confidence in their ability to deliver results, leverage their networks, and bridge the gap between taxpayer sacrifices and quality service delivery.
He also called for practical, people-centered solutions in line with the County Integrated Development Plan (CIDP 2023–2027), alongside robust youth and women empowerment, value addition in agriculture, and urban transformation.
The officers sworn in include Lawrence Mukoyani (Youth & Sports), Rose Muhanda (Public Health), Daniel Sumba (Cooperatives), Anselm Lubanga (Education), Eng. Ismael Makanga (Lands), Suleiman Wanekeya (ICT), CPA Diminah Chikamai (Financial Management), Samuel Limisi (Economic Planning), Henry Kamuye (Special Programmes), Christine Oside (Social Services), Isaack Maalim (Technical Services), Mildred Okwako (Communication & e-Government), and Samuel Makokha (County Administration).
Governor Barasa concluded by urging the new team to hit the ground running and remain focused on delivering people-centered services across Kakamega County.
Present at the ceremony were the First Lady Prof. Janet Kassilly Barasa, Deputy Governor Hon. Ayub Savula, Speaker of the County Assembly Rt. Hon. James Namatsi, (MCAs), County Executive Members, County Attorney Vivianne Mmbaka, family members and friends of the new Chief Officers, and other invited guests.
