Kakamega County Inducts Newly Recruited Staff in Two-Day Training Program

The County Government of Kakamega today commenced a two-day induction training program for newly recruited staff, aimed at equipping them with essential knowledge and skills to effectively serve the people of Kakamega.
The program was officially opened by the County Executive Committee Member (CECM) for Public Service and County Administration, Dr. Bonface Okoth, on behalf of H. E. FCPA Dr. Fernandes Barasa. The induction seeks to familiarize the employees with the public service code of conduct, ethical standards, and operational procedures to guide their day-to-day responsibilities across various departments.
While addressing the participants, Dr. Okoth emphasized the importance of professionalism in managing the political environment within public service. He urged staff to uphold clear and well-established policies that govern their work ethics, maintain a proper balance between politics and administration, and remain steadfast when navigating political pressure. He underscored integrity, accountability, and discipline as key pillars of effective public service delivery.
County Secretary, Dr. Lawrence Omuhaka, took the staff through the structure of the County Government and clarified reporting lines within the administration. He encouraged them to familiarize themselves with all ten County departments, understand the roles of the County Executive and the County Assembly, and appreciate the collective responsibility of the County Executive Committee Members in governing and implementing development programs.
County Attorney, Ms. Vivianne Mmbaka led a session on the principles of devolution, outlining its constitutional basis and objectives. She stressed the importance of proper record-keeping, adherence to the Constitution, and compliance with both national and county policies. She further noted that the Constitution of Kenya guides public officers to promote democracy, foster national unity, enhance self-governance, and support the inclusion and empowerment of marginalized communities.
Also present was the Chief Officer for Public Service, Ms. Priscah Otipa, whose address focused on conduct and behavior in the public service. She reminded the newly recruited staff that their character, attitude, and professionalism directly reflect the image of the County Government. Ms. Otipa emphasized the importance of discipline, respect for colleagues and members of the public, teamwork, punctuality, and adherence to ethical standards in service delivery. She urged them to remain courteous, accountable, and committed to upholding the values and principles of public service at all times.
The induction program marks a significant step in strengthening service delivery by ensuring that newly recruited staff are well-grounded in governance principles, ethical standards, and the vision of the County Government of Kakamega.
