𝐆𝐎𝐕𝐄𝐑𝐍𝐎𝐑 𝐁𝐀𝐑𝐀𝐒𝐀 𝐒𝐈𝐆𝐍𝐒 𝐏𝐄𝐑𝐅𝐎𝐑𝐌𝐀𝐍𝐂𝐄 𝐂𝐎𝐍𝐓𝐑𝐀𝐂𝐓𝐒 𝐖𝐈𝐓𝐇 𝐂𝐎𝐔𝐍𝐓𝐘 𝐄𝐗𝐄𝐂𝐔𝐓𝐈𝐕𝐄 𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄 𝐌𝐄𝐌𝐁𝐄𝐑𝐒 𝐅𝐎𝐑 𝐅𝐘 𝟐𝟎𝟐𝟔/𝟐𝟎𝟐𝟕.

To enhance service delivery to the people of Kakamega County, H.E. Dr. FCPA Fernandes Barasa, OGW., this afternoon signed Performance Contracts (PCs) with Members of the County Executive Committee (CECs) for the 2026/2027 financial year at the County Headquarters.

The Performance Contracts set clear and measurable targets for each department, providing a framework for accountability, performance monitoring and effective implementation of the County Integrated Development Plan (CIDP). Governor Barasa urged CECs to set realistic targets, take full responsibility for their departments and deliver on the commitments contained in the contracts.

Among the key areas captured in the Performance Contracts are policy and legislation, leadership and revenue collection. Governor Barasa directed CECs to strengthen policy and legislative frameworks, provide prudent leadership within their departments and identify revenue streams that can support implementation of the CIDP and other approved programmes.

The Governor also directed all departments to submit quarterly performance reports to facilitate regular evaluation and early identification of challenges. He further directed departments to undertake workload analyses to establish staffing needs and ensure available personnel are appropriately deployed, while directing the County Public Service to expedite the digitisation of staff files to improve the management, security and accessibility of employee records.

The event also featured the recognition and awarding of best-performing departments during the previous performance cycle. Governor Barasa said the recognition will encourage departments to sustain high standards, deliver measurable results and continuously improve service delivery.

The signing marks the commencement of the 2026/2027 performance cycle. Quarterly reviews will provide an opportunity to assess progress, address emerging challenges and ensure that the County Government’s programmes and projects remain on course.

The ceremony was also attended by Members of County Boards, Agencies, External Consultants led by Dr. Henry Wati, PC Champions, among other senior County Government Officials.
