PROJECTS IMPLEMENTATION IN SHARP FOCUS AS COUNTY SERVICE DELIVERY REPORT MEETINGS RESUME

Senior Kakamega County officers have been directed to ensure government projects are implemented on time in line with H.E the Governor FCPA Wycliffe Ambetsa Oparanya’s manifesto.

These directives were given by the Deputy Governor H.E Prof. Philip Museve Kutima Tuesday morning during the initial Service Delivery report meeting for the Financial Year 2020/21 which he Chaired onbehalf of the Governor at Golf hotel, Kakamega.

The Deputy Governor also tasked the Executives to clearly state among others; the status of all pending bills, the total revenue collected vis a vis the projected targets and summary of imprests in their respective Ministries.

“As this financial year begins, we have to increase absorption rates for both development and recurrent expenditures to be able to meet the set targets as outlined in H.E the Governor’s manifesto,” Prof. Kutima noted.

The monthly Service Delivery Report meetings is an initiative of the County boss to monitor Government programmes and projects across the county so as to speed up quality service delivery to residents.

CECM for Finance, Planning and ICT Dr. Beatrice Sabana, who flanked the Deputy Governor, called on her colleagues and Departmental Heads to work closely with the County Audit Unit, now under the stewardship of Dr. Benson Mabinda, in reviewing all pending bills before effecting payments.

“We might not be able to settle pending bills at the moment because of inconsistency in funds disbursement from the Exchequer but we have to ensure we get our act together for ease of operations when the cash flow normalizes,” she said.

Chief Officer for Service Delivery Dr. Phitalis Masakhwe on his part called on his counterparts to work with the Service Delivery Advisory Unit to hasten projects implementation process as initiated by the Government under their ministries.

Kakamega County’s development and recurrent expenditure percentages are 40 and 60 respectively.

Also in attendance were CECMs, Vice Chairperson of the County Public Service Board and Ag. CO Medical Services Mr. John Subai, County Secretary and Head of Public Service madam Jacinta Aluoch Odhiambo and her Deputy Mr Joshua Kutekha, County Attorney Mr Moses Sande, Chief Officers, CEOs Mr Barasa Wangwe (Microfinance), Madam Beatrice Memo (Revenue) and Madam Catherine Otenyo (Public Service Board), Advisors, Directors, and other senior Government Officers.
