KAKAMEGA COUNTY LAUNCHES SUB-COUNTY TREASURIES

Kakamega County has achieved yet another milestone by decentralizing financial services to the Sub-Counties. This follows the establishment of Sub-County Treasuries by the County Treasury aimed at enhancing provision of key financial services at the grassroots.

Speaking during the event at the County Headquarters, Kakamega County Governor H.E DR. FCPA Wycliffe Ambetsa Oparanya said devolving the services mirrors the spirit of devolution and transfer of power and resources to the people as promoted by the Constitution. Dr. Oparanya observed that the County Government entities operate a sound financial management system that complies with national standards as prescribed by the Public Accounting Standards Board.

“With operationalization of this system, we look forward to improved service delivery driven by quick facilitation of various departments at the Sub-County level,” the Governor said and cautioned the accountants against engaging in malpractices that may pull down the gains achieved with the decentralization.

“Anyone found culpable of any wrongdoing will be held accountable for their actions of commission and omissions,” he added.

If implemented, the County boss noted, the system will address the challenges of pending bills, incomplete projects and discrepancies between IFMIS reports and the manually generated financial reports.

The Governor also reminded residents to get vaccinated at any Level IV health facility near them across the County and directed all County Government staff to lead by example by receiving the jab.

Finance, Economic Planning and ICT CECM Dr. Beatrice Sabana on her part assured that the department will fastrack submission of weekly financial reports from the Sub-Counties and appreciated Governor Oparanya for pushing for a well functioning financial system.

Mr. Peter Kairu from the National Treasury termed the decentralization the right step towards channeling funds to the grassroots. Mr. Kairu revealed that the lowest functional unit in the County, ECDE centres, have been configured to the system.

The event was also attended by the Chairperson County Assembly Finance Committee Hon. David Ikunza, Chairperson County Public Service Board Madam Catherine Omweno, CECMs, County Secretary and Head of Public Service Madam Jacinta Aluoch Odhiambo, Chief Officers, Directors, Sub-County Administrators and other senior Government officers.
