COUNTY COMMENCES DEVELOPMENT OF 2022-27 CIDP

Kakamega County has started the process of preparing the County Integrated Development Plan (CIDP) to guide government development activities for the period 2022-2027.

In line with the Public Finance Management Act requirement which stipulates that no Government entity should allocate or spend funds without a planning framework, the County’s Ministry of Finance, Economic Planning and ICT Tuesday organized a capacity building programme for Planning Officers and Departmental Technical Officers on the 2022-27 CIDP to acquaint them with the document’s guidelines.

In her address to the trainees, the County Executive Committee Member for Finance, Economic Planning and ICT Dr. Beatrice Sabana said enhancement of the subsequent CIDP informed the training of the sectoral representatives whom she explained, will be champions in their respective Departments and Agencies.

“The Government is a going concern; it does not matter whether we have elections or not, It is our responsibility to provide that much needed operational framework for the incoming leadership and government,” she asserted.

Dr. Sabana challenged the team comprising of planners, economists and other technical staff to ensure the plans are linked to each other, and called for consistency in the ensuing documents derived from the CIDP.

The CECM thanked the facilitators from the National Treasury’s State Department of Planning led by Economic Planning Secretary Madam Catherine Muoki for imparting knowledge and skills to the trainees adding that the National Government has been very supportive to the County.

The CIDP that will be developed is also expected to put into consideration emerging issues such as Covid-19, climate change, blue economy and regional developments such as the Lake Region Economic Bloc among others.

County Secretary Amb. James Ochami recognized the key role played by the National Government in supporting activities of the devolved units and directed the participants to inculcate the knowledge shared by the facilitators into the subsequent CIDP documents.

Also in attendance were Chief Officers; Dan Borter (Economic Planning) Samson Otieno (Finance) and Phanuel Musasia (ICT), CEOs of County Agencies, Senior Economists from the State Department of Planning; Joseph Malonza and Samwel Nguluu, Directors and other Senior Government Officers.
