ITGRC DELEGATION IN KAKAMEGA FOR DATA COLLECTION ON TRANSFER OF FUNCTIONS
A delegation from the Intergovernmental Relations Technical Committee (ITGRC) led by CBS Alice Mayaka are in Kakamega County to collect data on the transfer of functions between the national and county governments. The data collection exercise is part of the ongoing preparations for the upcoming ITGRC Summit, which is chaired by the President.
The meeting chaired by the County Secretary and Head of Public Service Dr. Lawrence Omuhaka deliberated the transfer of functions and resources between the two levels of government, intergovernmental dispute resolution mechanisms and coordination of joint activities.
Dr. Omuhaka highlighted the close working relationship between the county government of Kakamega and national government, highlighting the ongoing development of a Statistical Abstract, a collaboration of Kakamega based national and county government officers.
County Attorney Ms. Vivian Mmbaka recommended the inclusion of a technical representative from county governments during the summit for adequate representation of devolved perspectives.
Since inception of devolution, ITGRC has played a key role in fostering collaboration, cooperation and coordination between county governments and the national government. The committee operates within the framework of the Intergovernmental Relations Act, 2012.
Also present were Deputy County Secretary CPA Samson Otieno and the Director of Budget CPA Herman Lusuli.
