NATIONAL ASSEMBLY HOUSE TEAM ON BROADCASTING AND LIBRARIES TOURS KAKAMEGA
Members of Parliament led by Hon. Daniel Nanok, CBS, Chairperson of the Parliamentary Broadcasting and Library Committee, this morning visited Kakamega County to assess the status of libraries that were devolved to the county in July 2023. Kakamega inherited two libraries: the Kakamega Library and Lusumu Library in Navakholo.
The visiting team was received by County Secretary, Dr. Lawrence Omuhaka, who noted that the libraries serve as important knowledge management centers for the county. He assured the committee that the county government is committed to maintaining them and ensuring they remain well-stocked for sustainability.
CECM for Social Services, Sports, Youth, Gender, and Culture, Ms. Jackline Masicha, highlighted that the county is exploring digital reading solutions (e-libraries) to modernize learning and move away from the traditional hard copy approach. She added that since the devolution of the libraries, 20 staff members were transferred from the national government, while Kakamega has so far benefited from 3.2 million books. In addition, the county has already factored in budget allocations to boost library stock, with partners such as the Institute of Certified Public Accountants of Kenya (ICPAK) contributing donations that have strengthened the facilities.
The legislators were also briefed on challenges, including the pending process of land transfer to the county, which has slowed further development. They called for a clear policy to standardize library setup across the country. The team visited the libraries and also toured Bukhungu International Stadium.
Hon. Nanok commended the county leadership for its commitment, noting that the committee’s role is to advise the government on matters of library services, broadcasting, and research. “We are here to see and learn, with the intention of building partnerships with county governments. We are happy with the conversations we’ve had here, which reflect Kakamega’s good leadership,” he said.
Also present were Chief Officer for Library Services, Mr. Lawrence Mukoyani and Director for Library Services, Mr. Vincent Kitoto.
