GOVERNORS WELCOME PRESIDENT’S DIRECTIVE ON TRANSFER OF FUNCTIONS

The Council of Governors (CoG) has welcomed the directive by H.E. President William Ruto that all devolved functions be fully transferred to devolved units.

Through the Chairperson of the Finance and Economic Affairs Committee at the CoG and Kakamega Governor H.E FCPA Fernandes Barasa, the County bosses thanked the Head of State for the crucial directive that will see the National Government relinquish functions in key sectors such s Water and Sanitation, Health and Agriculture.

Governor Barasa also mentioned that the President’s directive on amending and/or dropping Bills that were frustrating devolution was a win for the country noting that the two levels of Government should not engage in protracted cases over implementation of devolution.

To achieve the National Government’s bottom-up economic agenda, Governor Barasa said, counties will play a focal role especially in the devolved sectors.

On Saturday, the meeting will deliberate on the Division of Revenue Allocation and Disbursement of funds to Counties from the Exchequer where it is envisioned that the Units should have a reliable and predictable flow of funds in accordance with the law.
