COG, SENATE COMMITTEES DISCUSS WAYS OF ENHANCING OPERATIONS IN COUNTIES

Council of Governor’s (CoG) Finance Committee on Thursday appeared before the Senate Standing Committee on Finance and Budget to submit the Council’s memorandum on the Prompt Payment Bill 2022.

The Council through Kakamega Governor H.E FCPA Fernandes Barasa who is also CoG’s Chairperson of Finance and Economic Affairs Committee reiterated the need to ensure compliance with existing laws to ensure prompt disbursement of funds to devolved units before legislating on prompt payment.

Later on, Governor Barasa with his other Committee members together with the Senate Committee of Public Investments and Special Funds held a meeting with the National Treasury to discuss issues on IFMIS and the Controller of Budget’s (COB) desire to access County Governments’ Accounts in real time.

The National Treasury has lauded the proposal by the Council of Governors to establish regional data centres to enhance efficiency of the IFMIS and alleviate the regular downtime experienced by Counties.

It was agreed that the National Treasury will fastrack intergration of the Integrated Payroll and Personnel Database (IPPD) with IFMIS to ensure no payments are made outside IFMIS.
