GOVERNOR ANNOUNCES ACTIONS TO STREAMLINE PUBLIC SERVICE
Kakamega County Governor H.E. Wycliffe Ambetsa Oparanya has announced a raft of measures to streamline the County public service and stamp out corruption. Governor Oparanya who is also the Chairman of the Council of Governors (CoG) said his administration is implementing two ICT
systems – e-procurement and the cashless revenue collection system – to mitigate revenue losses through manual systems.
The Governor who was today making a keynote speech at the Kakamega County Assembly to officially open the assembly’s third session, cautioned Kakamega community to be wary of corrupt practices saying they threaten to undermine the noble objectives of devolution. “I give notice to County staff, supplier and rate payers that their days are numbered,” he said and added that the County Government’s public service reform agenda was being rolled out to enhance productivity, discipline and improve service delivery.
The wage bill which stands at 36.9% of government expenditure will be rationalized, he said. The government will also conduct a headcount of all employees and consolidate the information into an integrated database. “The database will be used to provide critical information on employee metrics such as age profile, education, qualification, salaries and length of service,” he said. The governor also said a comprehensive payroll cleansing will be undetaken to weed out any anomalies and/or ghost workers.
The above measures will be undertaken in March 2019.
He was accompanied by the First Lady H.E. Priscilla Oparanya, Deputy Governor, H.E. Prof. Philip Museve Kutima, Nominated Senator Hon. Naomi Shionga, the County Assembly Speaker, Hon. Morris Buluma, Depuy Speaker Hon. Leonard Kasaya, Majority Leader Hon. Joel Ongoro, Minority Leader Hon. David Ndakwa, Chairperson of the County Public Service Board, Mrs. Rodah Masaviru, CECMs, County Secretary, Chief Officers and Advisors.
