KAKAMEGA AND MUMIAS OFFICERS TRAINED ON URBAN GOVERNANCE AND MANAGEMENT

Kakamega County Executive Member for Lands, Housing, Urban Areas and Physical Planning Hon. Robert Makhanu has challenged Kakamega and Mumias municipalities’ Board Members to put in place proper policies that will guide efficient delivery of services to residents.

The CECM was speaking on Monday during a joint capacity building programme on governance and management for Members of County Assembly (MCAs), Board Members and staff from the two municipalities.

Hon. Makhanu who officially opened the three day workshop on behalf of Kakamega Governor H.E DR. FCPA Wycliffe Ambetsa Oparanya thanked the World Bank for supporting urban development in Kakamega and Mumias through the Kenya Urban Support Program (KUSP). The program is so far addressing various challenges in the municipalities among them Infrastructure development, Solid and Liquid waste management as well as Housing and Water supply.

“At the end of this workshop we should be able to address any existing gaps, in management of our municipalities, between the Executive and Legislative arms of Government in Kakamega,” Hon. Makhanu said.

The CECM reminded the participants to ensure all the programmes being implemented by the Government are derived from the County Integrated Development Plan (CIDP) and the Annual Development Plan (ADP) terming the two documents very crucial in the Governor’s development agenda for the County.

“My vision as a CECM is to see these two municipalities run independently; proper coordination between the Executive and the Assembly will be key in operationalizing our policies,” he added.

Mr. Solomon Ambwere, one of the facilItators expressed his contentment at how Kakamega County is implementing KUSP programmes adding that a recent mid-year review by the World Bank gave a nod to the County for prudent utilization of the funds.

In attendance were Members of County Assembly drawn from the Committee of Lands, Housing, Urban Areas and Physical Planning led by the Chairperson Hon. Kenneth Indusa, Chief Officer Eng. Patrick Likavo, Director of Physical Planning Mr. Stephen Chune, Chairpersons of Kakamega and Mumias Municipalities Rtd. Col. Job Akhulia and Sammy Obingo respectively, respective Municipal managers and the Sub-County Administrators of Lurambi and Mumias West Sub-Counties among other officers.
