COUNTY EXECUTIVES REVIEW PROPOSED MTEF BUDGET ESTIMATES

Senior Kakamega County Government Executives on Monday concluded a two day consultative forum convened to review the Departmental proposals that will form the Medium Term Expenditure Framework(MTEF).

During the forum, respective County Chief Officers presented their consolidated proposed budgets for review and critique by colleagues among them County Executive Committee Members and County Secretary and Head of County Public Service Dr Bonface Okoth. Other considerations of the proposals were consistency as well as alignment to the Fourth Medium Term Plan(MTPIV), the County Integrated Development Plan 2023-27, the County Annual Development Plan (C-ADP 2023/24), County Fiscal Strategy Paper 2023 and H.E FCPA Governor Fernandes Barasa’s manifesto to the great people of Kakamega County.

With the rising needs and constrained county resource envelope, the meeting also revealed the need to have Departments to enhance resource mobilization and seek alternative funding from development partners and other financiers to address the funding gap.

The document will be submitted to the County excecutive for perusal and consideration before it is presented to the County Assembly by 30th April for further deliberations and approval as required by Section 130 of the Public Finance Management Act, 2012.

The County Executive Committee Member for Social Services, Sports, Youth, Gender and Culture Mr Mophat Mandela closed the forum on behalf of H.E the Governor FCPA Fernandes Barasa.

Present also were County Attorney Ms Vivianne Mmbaka, Deputy County Secretary Mr Joshua Kutekha, Chief Officers, CEOs of County Agencies, Directors and other Senior County Officers.
