GOVERNOR BARASA DIRECTS ACCELERATED SERVICE DELIVERY, PROJECT COMPLETION BY DECEMBER 2026.

H.E. Governor FCPA Dr. Fernandes Barasa today presided over the County Service Delivery Meeting, bringing together the County Executive, heads of departments, administrators, and senior officers to review the progress of projects and programmes across all priority sectors.

Speaking during the meeting, the Governor called on county government officers to uphold the highest standards of integrity, accountability, and professionalism in the execution of their duties, noting that ethical leadership remains critical to delivering efficient, people-centred public services.

Governor Barasa directed all departments to accelerate the implementation of development projects, strengthen collaboration, embrace innovation, and ensure prudent management of public resources. He said the County Government is prioritising the completion of all ongoing and inherited stalled projects by December 2026 to enhance service delivery and improve the lives of residents across Kakamega County.

The Governor further directed immediate attention towards improving urban waste management, fast-tracking the completion of the Tumbeni Milk Processing Plant in Malava Sub-County, enhancing patient care standards across county health facilities, improving county road network and expanding the county’s solarisation programme to include street lighting and markets.

He also urged county officers to serve as ambassadors of the County Government by actively communicating the administration’s development agenda and keeping residents informed about ongoing projects and programmes, saying public participation and awareness are essential to effective service delivery.

The meeting was attended by County Executive Committee Members, among them the County Secretary and Head of Public Service Dr. Lawrence Omuhaka, Chief Officer for Service Delivery and Risk Management Dr. Phitalis Masakhwe, Advisors, Directors and CEOs, and Sub-County Administrators.
