FOCUS ON RESULTS – CECM CHALLENGES OFFICERS
The County Executive Member for Finance, Economic Planning and ICT Dr. Beatrice Sabana has urged officers in her Ministry to focus on achieving results through outlined processes by attaining their targets hence improving performance and service delivery to Government clients, specifically the residents.
She spoke on Monday during a Performance Contracts signing exercise between her and senior ministry officers at the Chambers hall, County Headquarters. This exercise comes after the CECM signed her PC with H.E the Governor Dr. FCPA Wycliffe Ambetsa Oparanya in February.
Dr. Sabana observed that as an enabler Ministry, the officers should communicate efficiently as they observe the required timelines in accomplishing Ministerial goals.
“Perfomance Contracting is not just another routine program document developed by organisations but a planning tool that strategically aligns in place key organizational plans so as to effectively actualize visions and missions of well managed Governments or institutions. I have appointed a PC Subcommittee for the Ministry to assist in measuring and documenting our accomplishments promptly,” she revealed.
Chief Officer for Finance and Planning CPA Amb. James Ochami guided that by embracing timely quarterly evaluation reports, any emerging gap on set targets will be flattened appropriately prior to attending the rigorous sessions conducted by External Performance Contracting Experts that follows almost immediately thereafter. He called on officers to commit to proper documentation so as to ensure quick and accurate responses to the obvious yet technical questions paused by the experts during annual Departmental evaluation exercise.
ICT Chief Officer Mr. Eugene Milimo lauded Dr. Sabana on her decision to appoint PC Subcommittee for the Ministry saying it is a positive move towards effective monitoring of the progress of the Department’s programs and projects.
Other Senior Officers who signed their PCs with the CECM are CEO County Investment and Development Agency Mr. Joseph Indire and the County’s Revenue Agency Chief Officer Madam Beatrice Memo.
The Ministry’s Heads of Departments also signed their PCs with the respective immediate Seniors before cascading the tool to junior staff.
