PC CHAMPIONS INDUCTED ON PERFORMANCE CONTRACTING SYSTEM

The Ministry of Public Service and Administration through the Kenya Devolution Support Programme (KDSP) organized a three days training program for Performance Contracting departmental champions to take the officers through the Performance Contracting (PC) process including but not limited to introduction to PC, the design, implementation and target setting.

According to an Independent External Expert (IEE) Dr. Henry Wati, the rationale of Performance Management System necessitates the alignment of County Plans such as the County Integrated Development Plans (CIDPs) and Annual Development Plans (ADPs) with the National Planning Frameworks such as the Kenya Vision 2030 and the Medium Term Expenditure Framework (MTEF) to improve service delivery to citizens.

Performance contracting is a coordinated service delivery system aimed at enhancing capacity of public service to deliver it’s services more efficiently and effectively.

“The PC should organize and define tasks so that the Management can perform systematically, purposefully and with greater probability of accomplishment,” he said.

Mr. Michael Ngugi, another lEE who is also in attendance, said Performance Contracting helps in improving service delivery by ensuring that the top level managers are accountable for results in turn holding those below them accountable.

“When setting targets you should consider Specifics, Measure, Achievable, Relevance and Timelines (SMART),” he advised.

Principal Human Resource Officer who doubles up as the Head of Performance Contracting Secretariat Madam Rose Omondi emphasized on determination of mutually agreed performance targets.

Also present were County Head of records Mr. Evans Sasaka, Sub-County Administrators and representatives from the County Assembly among others.
