COUNTY PC CHAMPIONS EQUIPED TO DRIVE AGENDA SERVICE DELIVERY
The county government of Kakamega has intensified efforts to enhance public service efficiency by building the capacity of Performance Contract (PC) Champions drawn from all county departments an exercise aimed at embeding accountability and accelerating the implementation of the Governor’s development blueprint. The two-day intensive workshop held at Amanda Resort in Kakamega was organized to sharpen the skills of the champions in driving the county’s performance management process.
County Executive Committee Member (CECM) for Public Service and Administration Dr. Boniface Okoth graced the opening session and described the champions as a critical link between the department of PSA and their respective units, terming them the true custodians of performance and results.
Dr. Okoth reiterated that performance contracting remains a fundamental tool for measuring both institutional and individual output and is essential for realizing Governor Fernandes Barasa’s development agenda for the people of Kakamega.
“Beyond just evaluating performance, this process is about fostering a culture of accountability and ensuring that every public officer is aligned with our collective goal of improved service delivery,” Dr. Okoth stated.
Chief Officer for Public Service CHRP Priscaah Otipa on her part said the training is a strategic intervention aimed at aligning employee performance with the county’s comprehensive priorities. She emphasized that continuous capacity building is vital for equipping officers with the necessary competencies to enhance productivity and ensure value for money.
Ms. Otipa further urged the champions to be meticulous in documenting and reporting performance outcomes, adding that timely and accurate reporting is critical to the credibility of the entire performance management process. She also tasked the officers with cascading the knowledge gained during the workshop to their colleagues to ensure a uniform understanding across all departments.
County Administration Chief Officer Mr. Daniel Sumba challenged the champions to uphold the highest standards of government protocol and etiquette. He reminded them that transparency and the prudent utilization of public resources are non-negotiable pillars of their mandate alongside meeting performance targets.
The training sessions were facilitated by a panel of senior officials including the County Secretary and Head of Public Service, Dr. Lawrence Omuhaka, alongside Dr. Henry Wati a PC Expert, Mr. Ali Musa Chibole, Ms. Rose Omondi, and Ms. Jane Wangui.
The facilitators guided the champions through comprehensive modules, including the design and structure of the Performance Contract, county government structure, government protocol and etiquette, the Performance Contract guidelines 2024 as well as productivity and performance measurement.
