CARPS TASKFORCE RECOMMENDATION TO IMPROVE SERVICE DELIVERY

A multisectoral taskforce has today met with Kakamega County Government’s Human Resource officers to discuss the findings and recommendations of the Capacity Assessment and Rationalization of Public Service report (CARPS) in order to improve service delivery.

CARPS taskforce is a joint initiative between National and County Governments which was formed to ensure Government functions are properly structured to facilitate transformation of the public service for efficient and effective service delivery at both levels of governance.

The report highlighted lack of skills in the civil service especially the technical areas and recommended a National master plan that will align and harmonize demand and supply of skills necessary for the Kenyan labour market.

The Kakamega County Secretary and Head of Public Service Madam Jacinta Aluoch Odhiambo thanked the team for their commitment in improving the public service stating that Kakamega County Government through the leadership of H.E Dr. FCPA Wycliffe Ambetsa Oparanya has been in the forefront to ensure proper service delivery through professionally recruiting competent staff.

“This presentation is timely as we now have a new organizational structure that has been approved and is being implemented. We can now align our human resource structure with the master plan, which is connected to vision 2030 of transforming the public service and offering the best services to our people. Kakamega is a leading county because we are alert in ensuring devolution works by recruiting the most competent people for our workforce,” she said.

Mr. Charles Chacha, the team leader of the taskforce urged the county government to implement strategic interventions like recruiting skilled personnel, workforce planning and skills development to foster growth in the public service.

The team will be moving around in counties to address issues of public service as they strive to fill-in gaps in the public service.

Environment and Climate change Chief Officer Mr. Palapala Muteshi, Principal Human Resource Madam Rose Omondi and other county officers were also present.
